If you'd like to train a new move please Message either myself or your OWN Kage (either is fine) for approval of the new technique. If you want to create a move that is fine but if you're learning an already established technique you need either an instructional scroll or a teacher. A teacher must be of Chunin rank or higher. In either case though you MUST receive approval before you can start role-playing the training.
